Photoshop Unable to Continue Because of a Hardware
You're more likely to get good help in the Adobe Photoshop forums than you will here. You will need to be specific about the version, 6.0 or CS6. FWIW, I have CS2 (2005) and Photoshop Elements 2.0 (2002) installed in Windows 10 2004 and both run just fine.

the scratch disk is temporary diskspace that photoshop uses as additional memory.
the paging file is diskspace that windows uses as additional memory.
this message is simply warning you that having both on the same disk will cause performance issues, it will work but may not be as responsive as it should be.
the first question has to be - do you have an addition disk?
if not, is your hard drive large enough to create a separate partition? it would be better to put the scratch disk on a different physical disk but a different partition on the same disk will stop the warning.
right click on start and select disk management, expand the window size so that everything in the lower panel is visible and post a screenshot of the disk management window.
i will be able to see from that what options we have.

sorry for the delayed response.
although USB3 devices are, apparently, acceptable, i would not recommend using an external drive for the scratch disk.
i should also have asked how much free space you have on C:
the size required for the scratch disk, depends on the size of the files you are editing, the number of brushes you have loaded, how many history step you keep.
the minimum is 1.5GB
i have a couple of suggestions
1) the 16GB partition recovery d: looks like it may be a factory reset partition, used if you wish to return the pc to as it was when you bought it.
this will include the old version of windows and all the bloatware that was preinstalled.
you could wipe this partition and use D: for your scratch disk.
the draw back of this is that you will not be able to perform a factory reset, but you can download the latest version of windows if / when you need to reinstall.
if you decide not to do this, the recovery partition should not have a drive letter
in disk management
right click on Recovery D: and select "change drive letter and paths..."
click the remove button, click OK
2) if you have plenty of space available C: you could reduce the size of c: by 5-10 GB and create a new partition for the scratch disk.
[windows disk management can only do this if there are no unmovable files in the way, if there is a problem you may have to use third party software]
in disk management
right click on C: and select shrink volume
look at the "size of available space"
if it is greater than 10240 then you can enter 10240 into the "enter the amount of space to shrink in MB" to reduce the size by 10GB (or 5120) to reduce the size by 5GB
click shrink
you will then see 10GB of unallocated space
right click on the unallocated space and select "new simple volume"
click next, let it use all the space and click next
give a drive letter, click next
leave the defaults for format etc click next.
once the new partition is created, you can then go to photoshop and adjust or create new scratch disks on the new partition

Thanks for your advice. I had 760GB free on my C: drive so I created a 10GB volume which became G: I changed the primary Scratch from Start-up to G: but I am still unable to load the program after I have shut-down after re-installing from the disc. It loads as far as 'Fonts' and then displays the Error message shown. Could this be a Windows update conflict? I noted now that they have buggered up the printing option! I was always happy with XP. Someone needs to understand that so called improvements are probably not what 99% of users want or need.
The problem cannot be hardware as Photoshop works fine when I uninstall the program and then reinstall. However, after shutting down Photoshop something gets lost or misplaced so it stops loading.

those of us that are of an age that liked XP are probably not typical, most users want/need the latest enhancements so that they can take full advantage of the latest games etc.
is this a new error since changing the scratch disk?
this could be a problem resulting from an update.
what version of photoshop are you running, have you checked for updates to photoshop?
what was the latest windows update?
when was it installed?
look in settings -> update & security -> windows update
click on view update history

This is the original error I had, see my original message. I am running Photoshop 6. I am attaching a list of Windows updates. I will probably uninstall them in sequence, except for the security updates. Do you agree?

KB4557957 contained (among other things) updates to improve security when Windows performs basic operations and for storing and managing files
There were some known issues with certain printers and The Local Security Authority Subsystem Service.
i am guessing, but this might be contributing to the error
the known errors have been fixed with KB4565503 and KB4567523.

you could uninstall this update and see if the problem remains. or install the other two updates to see if that resolves the issue.
in the meantime, i will have look for information on issues specifically with photoshop 6.

I had the same problem.
You need to run Photoshop 6 in Windows 98 Compatibility Mode.
